Jennifer Morrell is the Chief Executive Officer and co-founder of The Elections Group, where she develops professional resources for elections officials and consults on election administration and auditing.
A nationally recognized expert on election audits — specifically, Risk-Limiting Audits (RLA) — Morrell has successfully overseen RLA pilot programs in more than a dozen states and jurisdictions and authored a series on election audits titled “Knowing It’s Right.”
Since co-founding The Elections Group in 2020, she has focused her work on providing direct support to elections jurisdictions and states. She has consulted and provided guidance on all aspects of elections administration, including mail/absentee ballot processing, physical and cybersecurity, audits and chain of custody considerations.
In 2023, Morrell co-authored “Election Auditing” as part of MIT’s Election Data Science Lab’s Mapping Election Administration and Election Science initiative and created the “Exploring Election Audits Series” of reports to help election officials apply audit best practices to the entire election administration process. Morrell is also the author of the Election Audits chapter of “The Future of Election Administration,” a volume featuring the perspectives of forward-thinking election experts and practitioners.
She is regularly called upon to provide context and subject matter expertise to media outlets, including The Washington Post, The New York Times, the Associated Press and National Public Radio.
Morrell, who is a veteran of the U.S. Air Force, served as an election official in Utah and Colorado for nearly a decade. She is an adjunct faculty member at the University of Minnesota’s Hubert H. Humphrey School of Public Affairs and completed a Master of Arts in Management at Webster University.
