This guide will provide election administrators the principles, considerations, and best practices for ballot replication. It will help in developing specific procedures and practices which align with local laws, regulations, technology and preferences.
The Council of State Governments Overseas Voting Initiative (OVI) Working Group of state and local election officials studied and issued their Ballot Duplication Series to provide recommendations to improve ballot duplication for state and local election officials with military and overseas ballots. Ballot duplication remains a critically important concept for election officials in 2024 and beyond, and it is important to understand why.
